The average broadband download speed in the US is only 1.9 megabits per second, compared to 61 Mbps in Japan, 45 Mbps in South Korea, 18 Mbps in Sweden, 17 Mpbs in France, and 7 Mbps in Canada, according to the Communication Workers of America.
CWA President Larry Cohen testified before the House Subcommittee on Telecommunications and the Internet, in support of a discussion draft of the Broadband Census of America Act.
"Good data is the foundation of good policy," Cohen said. "We desperately need a national Internet policy to reverse the fact that our nation – the country that invented the Internet – has fallen to 16th in the world in broadband adoption."
"Equally disturbing, Americans pay more for slower connection speeds than people in many other countries," he added.
According to statistics provided by CWA 80 percent of households in Japan can connect to a fiber network at a speed of 100 megabits per second. This is 30 times the average speed of a US cable modem or DSL connection, at roughly the same cost.
Cohen pointed out that the average upload speed was in the US was only 371 kilobits per second, not nearly enough to send quality medical information over the Internet.
"Speed Matters on the Internet", Cohen emphasized. "It determines what is possible; whether we will have the 21st century networks we need to grow jobs and our economy, and whether we will be able to support innovations in telemedicine, education, public safety, and public services to improve our lives and communities. High speed Internet could even help address the global warming crisis by allowing people to get things done without getting into their car."

Blame RIAA and MPIAA
RIAA and MPIAA have been obstructing the provision of true highs peed internet in the US. Their argument: high speed = more piracy.
It's hard to compare the two
It's hard to compare the two between US and Japan. Japan is mostly high rise buildings, compare to US? In Japan, you just need to put one DSLAM with VDSL interfaces, and you're fine.

This is quite the BS argument; cities like Chicago, New York, and LA are just as dense (if not more dense) than Japan is, yet we get "broadband" as defined nearly 10 years ago. And the internet connection you can get in rural areas is hardly worthy of the "broadband" classification. Besides, we've already paid billions of dollars to the telcos to lay out a huge fibre network, yet all we have is crap copper and overpriced (and underperforming) fibre with very limited availability (and strings attached).

A connection speed test is at speedtest.net along with global results. The US has quite a lead over Canada (c1000kbs).

I wish it were 7mbps in Canada ( perhaps that is with all the corporate users averaged in) all residential users are promised between 4 and 6 mbps and most of the time I get between 2 and 4 mbps when I'm supposed to get 5mbps.
Think of size...
It's easier for Japan, South Korea and the like to implement higher speed technology because they are smaller countries... that's like taking an average of all the US states' broadband speeds. Obviously California and New York will have higher speeds than Arkansas or Mississippi. Think about it.
Speed or Reliability?
Also while everyone is complaining speed we don't even have reliable connection here in US. I have Verizon FIOS in NY (supposedly the fastest connection for residential areas) was down for 4 days for NO reason whatsoever not even a drop of rain, it just stopped working. And they wouldn't send a techinician out for 4 days. However, bills are always on time (and you get charged for the days when you didn't have service). Just funny.

Speed Matters
The CWA has a good website for their Speed Matters campaign, http://www.speedmatters.org. It not only has a good speed test but a range of both short term and long term policy proposals to encourage the build out of infrastructure so that every citizen has high speed, affordable internet access. Most of the information Larry Cohen talked about is on the site, plus examples of programs in different states that are either working or they are working to get passed.

Factors
There are many different factors contributing to our slow internet download speed.
Population density is a major factor. Our east coast megalopolis pales in comparison to Japan's Tokyo's megalopolis. There is also the issue of "technology density". One could assume that the more technology per person a country has, it would naturally lean to more of a technology demand. (The concept of bigger faster stronger more versatile, etc. Once you've had it, you want more.)
Then the other half of this complex situation is all bureaucratic: different countries, different polices, different political objectives. I wonder what would happen if the hundreds of billions of dollars spent on the Iraq "war" was funneled into more productive channels such as investments in education, health, technology, and-God forbid-NASA. (Some of the best technologies in the world came from the great space race between Russia and the US. Back in the day, NASA was funded a whole lot better.)

No, density is a factor. There are many factors. One cannot blame things on one or two things. It would be nice to latch onto one impeding ideal and then pursue the antithesis of it as a means of resolution, but this is naive. There are many things that need be overcome. Just one of the things that will be difficult to overcome is the productivity of deploying much faster networks in lower populous states. (Such as Texas, Alaska, Oklahoma, Montana, etc.) The ISP's would not see a big enough profit margin for their pockets. (Back to the "parties" idea again.) It would, however, be a wonderful idea to upgrade the networks in North Eastern US area and various other large cities like Houston or L.A. There are quite a few potential customers there because of the population density.
If any of you have been to Tokyo and seen the apartments there...I am not a fat person by any means but I would have a hard time not getting claustrophobic. Not only are their transistors packed tight, so are the Japanese living spaces!
Case in point, we need to upgrade our networks, backbones, etc. We also need to lose weight because Americans are fatties.

No DSL or Cable customer
No DSL or Cable customer should be complaining when I'm still stuck with dial-up access only. No ISP's want to lay lines, and I'm less than a mile away from an urban area. Wireless isn't even an option, and when checking into Satellite, I was told the speed increase over dial-up wasn't worth the price to upgrade. I was told that in my area a "56k" connection would shoot up to a "64k" connection with satellite. Definitely not worth the 600 dollar installation fee.
Texas does have Fiber Optics
Texas does have Fiber Optics all over the place, but Verizon, Time Warner, Comcast, have strangle holds on some areas and wont update thier failing machines. It is time we get faster better internet. They make mandates about the HD quailty of your TV but not the speed of your internet
Time to think outside of the box...
There is a way to get affordable high-speed Internet to EVERY part of the US.
When the automobile was introduced there were a lot of private toll roads to provide these new oddities with smooth, safe travel. However, the real economic impact came from making roads a matter of public infrastructure. This moved wealth creation out of the infrastructure (roads) up the chain (transportation, retail, manufacturing, tourism, etc.). Only then did things become really interesting for America's economy.
Today, instead of atoms we move bits. The new byways of commerce are our communications networks. Perhaps it is time to make our communications networks a matter of public infrastructure in order to fuel the next wave of wealth building. And before you say it can't be done, research the public telecommunications movement in Washington State. Public Utility Districts (PUDs) here are allowed to wholesale telecommunications, which ISPs and independent phone companies resell. I live in the rural county of Chelan where ISPs and phone companies resell 3Mbps Internet access over the PUD's fiber optic network for $30-35 per month.

the explanation is simple
The reason the U.S. lags behind other countries is simple. We have become short-sighted. Those that claim its complex and has many parts are wrong and haven't worked in the telco industry and are not business minded. Just as the auto-industry is on the verge of dissappearing so will the telco industry. Those with a clue can recall when the US was the leader in Television and Radio manufacturing and inovation. It wasn't because we couldn't compete with Japan, it was because we were to damn lazy and short-sighted and couldn't see past todays profits. US business only think in term of the next 5 years. Japan and other countries think in term of 10,20,30-50 years.. We taught them to think this way and then forgot.. those who espouse other excuses are only fooling themselves.
Whose complaining?
Well I for one must address this issue. I use the internet daily and at a speed that which most of you would cringe. As of the moment I am getting about 15 kbps. Almost half the speed of dial-up from where i live. I use Direct Wav interent satelite where you are supposed to get fast internet where ever you live but WOW! The best i have ever gotten out of this $600 piece of machinery was about 500kbps. Man if i had 1.9mbps id be happy as a clam. Some of you don't know what it means to have slow internet.

Our Upload Speed...
Our upload speed gets down to about 8 bytes a second then freezes, and it's DSL! I think when we ordered it, they said our internet speed would be 512k. Then today they just called and my mom asked them what our internet speed was and they said 256/128k...and that we'd have to pay like $40 to get 1.5 Mbps. It's crazy.

I have worked as a network engineer for a few ISP in the north and south east. And the reason that america sucks is cause its all about the bottom line (stocks kills) and profit margins. We have att rolling out 35mbs a second for the new vdsl and the FCC is letting them to compete with verzion fois that will be closer 50+ the cable companies monopoly (one company for any given area) is a joke and a mob style mentality and I should know I worked for them. You can get 200mbps over good old fashion coax and is already being supplied in asain where they get 160mbs down and 35 up. Again its all about margins and profits why spend the money to fix the problem when we can put a band aid fix on the sitchuation.

Why should somebody upgrade their system to support over 10 mbps when they can make almost as much money without spending the money? Our American government is supposed to regulate and provide an environment where internet speeds would go up, but the isp's pay too much money to them in political contributions to keep that from happening. FYI, if your ISp says you can get 512 kbps download, that works out to 64 kBps, note the difference between bits and bytes. It makes their speed seem better to the confused consumer. I pay $35/month here in Vancouver, Canada for 6mbps download (get around 700 kBps down on torrents) and 1.5 mbps upload. Not a bad deal, but nothing compared to japan. Even my family in India can get faster service for less $..................
