US should use propaganda to win hearts and minds while turn everyone into spies in order to win the war on terror instead of going after terrorists, according to US Army General.
“If we look at is as terrorism, we have a tendency to think that the solution is to kill or capture all the terrorists," Army Lt. Gen. William G. Boykin, undersecretary of defense for intelligence and warfighting support, said. "That’s a never-ending process.”
He lamented that in the information age US was not utilizing propaganda to manipulate the public opinion.
“Information becomes a key component of winning the hearts and minds,” he said. “Information becomes a key component of winning the hearts and mind.”
On the intelligence front, he proposed the use of Human Intelligence in every environment as a way of successfully putting down the terrorist "insurgency."
“If we believe it’s a global insurgency, we have to use HUMINT in every environment,” he said. “We’re moving towards the recognition that every soldier on the street has something to add or something to contribute to intelligence.”
